Bug? Or just how it works...

So Vulpes sends me to go meet Curtis and see if I can help him, I've played Legion before and my character had a clean slate with the NCR (I think she was accepted actually...) anyway Curtis wasn't hostile, mission went off without a hitch.

Take two, new character is vilified by the NCR after wiping out the majority of their encampments but I figure it shouldn't be hard to meet Curtis. Donning my Ranger Veteran armour I waltz in and notice he's hostile. Strip the armour off? Still hostile. Reload from before and enter with non faction armour? Hostile.

None of the other officers are, I can talk to Hsu in my armour and he won't suspect a thing, same with Boyd but Curtis is hostile for no obvious reason.

Either he alone can see through my armour and hates me, even though I'm also Legion...

OR, he's bugged.

The only possible solution I can think of is to up my rep to the point where he isn't shoot on sight (not a hard feat I imagine, if it works) or to work through the quest from the other end. I can pickpocket Curtis for the various codes but can't do anything with them...halp?

I am on PS3 so no opportunity to console it up unfortunately. Posted here because I am not sure if this is actually an issue or how it's meant to be.

I don't know if it's intentional or a bug (sounds like a bug, but...), but this is apparently the way it works, according to the http://fallout.wikia.com/wiki/I_Put_a_Spell_on_You

If the NCR has branded you a terrorist for working with Caesar, Captain Curtis will attack you on sight, even if you are dressed as a member of the NCR. This can be quite common if you are doing the quest Render Unto Caesar and you received the quest from Vulpes Inculta. This will render the quest impossible to complete.

It's also a Note (not a Bug listing) on the wiki page for http://fallout.wikia.com/wiki/Ronald_Curtis
Even though he is a Legion spy he will be hostile towards you if you are Vilified with the NCR and see through any NCR disguise like a normal NCR ranger. However, in the PC version, this can be circumvented by manually removing him from the NCR faction via the console.

Yeah, the guy is kinda bugged
He can see through armor, and for as far as game mechanics go, he's associated with the NCR

Thanks guys, guess I'm going to have to get on their good side before I murder them all. Not past the character's RP. A little annoying though, this is my first real issue I've come across tbh :(

My issue with that quest is that the conversation in the radio tower isn't commencing, Curtis just sits there and even with a stealth boy he sees me and becomes hostile. Guess I have to go back some saves and see if I can fix it.
