Sometimes I will place vendors on top of the buildings I made and will be unable to open a dialogue box with them. When I click them, they just say "huh"?

This also happens if I have the settler that gives quests assigned to a sniper tower on top of a building, making it impossible to do the quest--the quest will eventually tell me it failed.
