Everytime i turn the quest in it completes but Rhys walks away and doesnt give me a new quest, no matter what i do i cannot get him to hand me a new one. When i try to manipulate by console i can only get him to hand me the same clear University Point quest over and over again. Any ideas?

Load a previous save before you accepted the quest, and it will give you probably a new quest in a different place to go. It may works this time!
If you can't complete a quest, for whatever reason, open the console and then type this in to fix it.
setstage BoSR01 40

However, i would suggest you to use console commands as low as possible, as they can easily mess up save files. !!!

The issue isn't that i cant complete the quest but when i do it completes and the npc just walks away, when i speak with him again he will not offer me another quest.
When i set stage to 255 he will continually offer same quest as mentioned above, if i complete after setting stage to 255 and take the duplicate (never ending) university point radiant quests but will require the quest to be ended by setstage otherwise he will walk away like he does normally rather than providing another quest.
