If you zoom max into a room during the tutorial, right after rushing for the first time, while the tutorial asks you to build another room, the hammer icon dissappears, you can't zoom out, there is no pipboy yet, and you can't continue.

The only way is to return to your phone desktop and stop the application. (Which causes another issue, the shelter won't have a .sav file yet.)
