I reselected my traits via the auto-doc in the sink. One of them was the "Skilled" trait, which increases all skills by 5, at the cost of a 10% reduction in XP earned.

However, it did not increase these three skills at all: Barter (on 96 - should have added 4, as it cannot go past 100).

The Speech and Science skills are both on 80, and it didn't increase those too. They stayed the same.
