I have recently been at vault 22 and received the files. My quest log tells me to bring the files to the elder along with Veronica.
The thing is when I get to the elder the dialogue never begins. Veronica walks slowly toward the elder (just as she's supposed to do)
but then they just stare at each other...
What makes it even odder is that while they stare at each other i can't speak with either of them for a while (just as if they actually were speaking).

If anyone has any suggestions please reply =)

PS. I'm playing on Playstation 3 so the command thing won't work in this case :S

This may work but I have no clue first hand tbh.

Raise and lower your pip boy screen ( twice or more if needed ).

If this fails, try an earlier save, Auto or earlier.

files? at vault 22 you get a quest that has to do with repairing the bunker. you have no reason to see the elder at that time.

what item are you getting for her? i usually go for the pulse gun.

It has been a while since I played. I mean the vault with lots of growing plants and stuff, thought it was Vault 22.

You can choose between the Vault, Helios or the pulse gun. Unfortunately I already have the range finder so i can't choose that path.
My quest log tells me to go to the elder with both the files and the range finder, parhaps this makes the quest bug? I've tried throwing the
range finder away and it still doesn't work though :/

I'm also on my way to get the pulse gun in case it would help.

I also have exactly the same problem, but i'm on xbox.
i've got both the pulse gun and the farming files, and the range finder is not available to me, due to my previous choices.
i've tried waiting for patches to come and fix this, unfortunately, reverting to an older save wont work, as ive been doing this quest in the background, whilst doing other quests.

If anyone had ANY ideas, please just shout them out there....
