Well first you take a rubix cube, then you get a bit of bluetack stick it on a piece of card and you are good to go
newegg.com has some decent gaming pc's for under $1000.00 that would easily run ESO.

$1500 is going to be overkill for this game, but have fun.
Typically people build a PC for more than one game though - when I do a build I want the best I can afford at that time so that it will last a good few years
If you're building for gaming though, the parts are pretty straight forward, the only real expensive high end part ends up being the video card.
intel 4770k. You want Intel and you want a "K" processor so you can overclock it far better. the K has unlocked multipliers.
Asus Z87-Pro. Awesome mb, good overclocking and the most overlooked part. Intel Lan controller. Intel makes the best onboard lan controllers not only for latency but the intel drivers cause the least DPC latency as well. The best of both worlds.
Nvidia 770. Nvidia makes the best gpu and Gigabyte makes the best 3rd party Nvidia cards on the market. The windforce design is the best, offering the best cooling and low fan noise. The Gigabyte 770gtx 4gb windforce is the card you want. There is no other 770 as good.
Samsung memory. People in enthusiasts circles love this stuff. If you can find it that is. I have 8gb kit of sammy 22nm@1600. The beauty of this kit is it's sleeper performance. No need for flashy heatspreaders here, this unassuming memory can overclock from 1600 to whatever you want! seriously I have hit 2700 at 12-12-12. This is flat out amazing for ddr1600 any kit, any brand. Compared to every kit of DDR3 I have used, the samsung always returns me the best benchmark numbers and in my system feels the best also.
Samsung 840 pro ssd. Best all around SSD on the market.
and to top it off, the cooler, so important to keep it cool and quiet. Noise is a huge factor and if poor choices are made between the video card, the cpu cooler and fans in the case it will be to loud. You can have awesome performance with little noise and rattles or you can have an airport under your desk if you do it wrong.
The noctua dh-14, the best cooler in the history of cooler and what I consider the pinnacle in quality and performance. The dh-14 is legendary.
If you go and look up this stuff on newegg you will find most of it is rated 5 stars. Besides that though this setup will give you a base to have the lowest DPC latency., which is basically cpu latency. This is where most everyone goes wrong. Why people have awesome computers yet have mediocre to poor performance.
I cannot post links but there are a few dpc latency tools out there like latencymon and such. My computer is down to an average of 3ms dpc latency. I get such good performance in every game I play, far exceeding the specifications of the total package cause the cpu is always ready to handle the next instruction without delay or faults. This is the critical link to having the best running system.
I had links to all the specific hardware but the forum wont let me post links so just go to newegg and type those models in and you will find the feedback is amazing for all parts listed, save the memory which they do not carry anymore.
This setup costs less than 1500 and is a top gaming rig.

The only reason Nvidia makes gtx 770 models with 4gb of memory is because they can sell them for a higher price to people who have no clue why they would need the 4gb over the 2gb.
The only time you would need over 2gb of memory in your gpu is if you play at a higher resolution.
4gb of memory might come in handy if you had a 4k display but if you had that the 770 would not be powerful enough.
If you want the 770, get the 2gb version the 4gb is wasted money.
If you spend 1500$ on a rig, go with something more powerful than a 770, something along the lines of 780 or AMD r9 290, depending on the price.
Saying right out that Nvidia makes the best GPUs is fanboyism at best. The best gpu is the best one at each price point sometimes it's AMD sometimes Nvidia, neither is better than the other.
You recommend that he buys an intel i7 4770k that has 8 threads when he asks for a build for a game that only utilizes 4 cores.
Tbh you sound like a salesman rambling unnecessarily complicated stuff to people who aren't as deeply involved in it as you may be.

I have a friend with a laptop not nearly able to run ESO even in low settings. I compiled a parts list for a PC that would be able to run this game in Ultra, with maybe a couple of things turned to High or Medium. Not including monitor, mouse and keyboard the whole cost was $675USD. I'm sure throwing $1500 at Newegg would get you a computer that could run 2 applications of the game at Ultra, while playing every YouTube video ever made at the same time, while writting a 1000 page novel and editing 20 home movies, all without any problems at all.

pretty much what Blaze said. Get a good cooler though, It's very important.
