There's a specific floor that has two layers, the bottom one counts as a roof for the ground level, the top one counts as floor for the second story. Since I can't post a screenshot, it's in Structures -> Wood -> Floors, go to the right five times (putting you on the sixth one). That's a "Shack upper floor".
If you put down foundations (floor number 3 or 4 in the list), and preferably (but optionally) put regular floors on the foundations, you can put walls up along the sides of those. The upper floors will snap onto the walls, and there's a piece just left of the upper floors that serves as a staircase up to an upper floor. With a little trial and error, even multi-level towers should be a cinch.
There are two types of wood and steel buildings, and they each have corresponding pieces. You'll know they go together because they'll "snap" into place. If they don't snap, then they don't go together. Took me some time to figure this out.
To build an easy two story house, I recommend wood. In the Floors section, there's a staircase floor which is set between two floors already built. Just select it and if you use the proper prefab, it'll snap to it easily.
The challenge is layout. Even though the stair-floor can have walls, the stairs lead to the edge, giving little room to maneuver when you get upstairs. They're more designed for center of the house, but if you don't mind the small space, you can use them on the outside.
If you plan to run power to your house, be sure not to get too elaborate with outcroppings. It makes running wire impossible. I highly recommend you keep one side of the house as smooth as possible (there's a great wall for this) so you can easily run power.
I recommend you create a save point, then practice with the pieces and how they work together. Once you get a better feel, reload. Don't break down your stuff and go from there, because you lose material when you break them down.
This is what I did and now I have a 4 story powered house.

I had a devil of a time with a corner. Turns out you have to use the corner piece (wow, imagine that). This was because I wanted my wind mill generator on the roof of my first story, and my second story laid out in an L shape to accommodate my wind generator. Looks pretty cool from outside. Also, I have the roof pieces with the blue clothe, so we get some fresh air at night when sleeping. From outside, you can see up to the second story and see the warm glow of the lighting against the blue roof cloth. Looks inviting!!
Haven't tried third story. Possible? How many stories can we go up?

That's as high as I was able to build.
I use the stairs that look like regular stairs - you don't attach floors to the top of walls, you attach floors to the side of those stairs (the little landing at the top
Once you get the multi-floor tower built you can actually remove the lower floors and have the house float in the air, first make sure to place the fast travel mat in the building. Making it a house only you can access. Your very own Fortress of Solitude.
Just one note: Don't break down building pieces. Use the store in workbench option.
Next time you need that piece (in the same settlement - not shared), it will come from your workbench.
in the structures - > wood -> floor , there is a piece that has a 1st floor and a stair connecting the ground floor to the 1st floor and the rest of the pieces snap on that if u want
I hate the fact that not only are there no windows, but all the pieces (metal and wood) are far from perfect and are full of holes.
Seriously? 200 years after a nuclear war, in an era where people have laser rifles, power armour, synths to replace humans, but no one can make a perfect piece of metal? Hell, mankind learnt to do that stuff a long time ago when all they had were spears, bow and arrows.
I don't like the fact that I can't build using ceramic as well.
I hate the fact that I can't fix the broken buildings in Sanctuary and can't demolish them. It's so unsightly.
so... is there any way to do a "copy and paste" with first floor? to make stories easier to build?

I'm using one of the foundation of a scrapped house to build on. How do you set the floor so that you don't have excess foundation? (if that makes sense.
