Yes, this is normal.

You should be able to kill the Cliff Racers without a problem. But avoid the Netches until you're higher level, they have some powerful attacks. (and yes, Netches usually travel in small herds)

The game uses levelled spawn points, so some of the mudcrabs, rats, and kwama foragers will often respawn as cliffracers, nix hounds, or netches as your level increases, although you'll still find the original creatures on occasion. The netches aren't aggressive (as least the "normal" ones aren't) unless attacked (and then they're nasty), and the all-pervasive cliffracers shouldn't be that big a problem in another couple of levels. Actually, there's one point near Seyda Neen that spawns cliffies even at Level 1, unless you have the popular unofficial patches.

There's something very creepy about the pack of 4-5 Bull Netches floating above the corpse of the dead tax collector near Seyda Neen at higher levels; as if they are there to feast on his rotting corpse.

I would just note it is *possible* to defeat a bull netch at level 1, but it requires some preparation: some combination of potions, scrolls, enchanted items, spells/powers, armor, and maybe a little bit of luck. I did it just the other day. I was using a new Spellsword I rolled up and had been playing for a few hours. I'd run a few mages guild and imperial cult quests, so I had some decent potions in my inventory, a decent set of armor (bonemold). My character is a Sign of the Atronach, and I think I got lucky and got one or two spell absorptions when the Bull tried to poison me. So, combination of Standard Restore Health, ranged Fireball attack (which let me get in a couple decent damage attacks before the Netch closed range), and I think some luck in terms of absorbing a couple magical attacks, allowed me to take it down.

Mmh, there was a time I knew they were the ones that murdered him. I was sure of that. :)

The Bull Netchs always remind me of shrimp. I want to break out the cocktail sauce!

Yep, it's normal. They will start appearing at your level. The very first time I ran into them was when I had finished some exploring and a flock of them found me under the old Dwemer Bridge near Balmora. I was level 6 or so and totally unprepared for them. Needless to say the outcome for me was not good.

I was so happy to find out the netchs won't attack. Even to this day I don't kill them unless I have to.

Heh. I had one friend who didn't know that and complained about how hard netches were to defeat on low levels. He was surprised when I told him just not to attack them, as they won't attack on their own.

I don't really kill netches, either. After a while, netches will occupy many of the low level spawn points, and that will keep the number of nuisance critters down.

I've also done it with a bow and arrows, although the weak chitin bow that you can pick up at Arille's will most likely get you killed. Getting two solid hits with a half-decent bow in the hands of a fresh character before the Netch gets within poison-spewing range is a bit dicey, but I've done it several times. Since I frequently use the Morrowind Crafting mod, Netch leather is a very useful commodity, and I occasionally "harvest" one of the beasts to get it. The soul of a Bull Netch also fits nicely into a Lesser gem, and I've used them to power several weapon enchantments as a fledgling Enchanter.
