Intel Graphics Media Accelerator 950

The game doesnt like to run on any of the Intel video chipsets. I would recommend getting one without that. (Also clock speed doesnt matter when comparing different CPU architectures). A 1.6Ghz CPU of one name is much different from a CPU at 1.6Ghz from another name.

It will not run without a fix.
How much are you willing to spend, and what country are you buying in?

The Intel Graphics Media Accelerator 950 (also known as Intel GMA 950) is an integrated (onboard) graphic chip on the Mobile Intel 945Gx chipset for Intel processors. It is a faster clocked version of the GMA 900 and does not support hardware T&L (Transform & Lightning) calculations (which is required for some games). Compared to the GMA 900 it now supports Shader Model 3.0 (instead of 2.0) and can decode 2 HD Streams simultaneously.

No - it does not have support for hardware transform and lighting which is used extensively in OB and the game will refuse to start when its check for compatibility fails !!

If you want to play games like Oblivion, don't get a laptop. They just aren't designed for gaming in mind unless you spend a whole lot of money on one. You won't be able to get a decent one for $50-60 that's for sure. And even after you've spent a bunch of cash on a decent laptop, you can't upgrade the components if you come across a game that might be even more demanding later on. Desktop systems are the way to go if you want a decent gaming rig. You can start out small and cheap and gradually upgrade the various components until you end up with a good gaming system.

BTW, that system you linked to is a netpad, not a real laptop. It most definitely is not going to be powerful enough for any games like Oblivion. It was designed strictly with internet surfing/email in mind, nothing more.
