Do any of these mods or any OBSE plugins effect the zooming in and out while talking to npc's?

IT is really starting to bug me whenever i go to talk to someone it zooms in then (Really quick) zooms out. After I am done talking it zooms in and out again......

What mods might be affecting this?

I tried to find the setting in Oblivion.ini that controls how much Oblivion zooms in during a conversation, but wasn't able to spot it. Can anyone else help?
I suspect that one of your mods is indeed causing the problem - I doubt it has to do with an INI setting that's been changed - but that's the first thing to check.
One other comment - your load order is WAY off. You need to use BOSS.

That's odd cause I do use boss....

Oh and I disabled all of the esp's and esm's and it was one of the mods now I gotta find out which one.

Hmm...I'm guessing you're on Vista or 7 then
Try right clicking on BOSS and "run as administrator". I'd be willing to bet that, while you're running BOSS, it's not being allowed to make any changes to your load order!
There's definitely a problem - for example, the Unofficial Patches should be loading towards the top. And each of the DLC unofficial patches should load one or two positions below that DLC.

I think the line in the ini is fDLGFocus in the interface section, though this does sound more like a mod problem.

I'm using BOSS on Windows XP and it most definitely edits my load order to my knowledge.

This is kind of a shot in the dark, but try disabling Oss133FrameRateOptimizer.esp

That load order looks MUCH better!
