As the topic asks, can every single setting in the Oblivion.ini be set during runtime? I'm actually only concerned about two settings: "uGridDistantCount" and "uGridDistantTreeRange". I know the settings that correspond to the sliders in-game can be adjusted on the fly, but what about the two I specified here?

Don't know for sure but doesn't combat FPS optimizer do something like that? Maybe take alook at that.
Combat FPS Optimizer makes adjustments to very few settings. I'm pretty sure that all of the settings it changes are adjustable via the in-game sliders.

You are right, my bad. Two different things. Although I think I seen a similar question somewhere else in the last two days and IIRC the answer was something to do with OBSE, but I may be wrong
Jaga Telesin tested every remotely-relevant ini setting while setting up Streamline, and included everything that worked. Those two were not on the list -- changing them after game start makes no difference.
