To be honest? I don't know. They are a common weapon, especially were among the poorer warriors due to them being in-expensive and makes sense in TES for them to be common as well for that same reason as well. I highly doubt it's because of animations as animations aren't as big of an issue this time around. I don't think it's a problem with them being overpowered or anything, I can see why they were in Morrowind because you could backpedal at the same speed as moving forward so you could continually keep your distance which spears require to be effective, but they fixed that issue with Skyrim, i.e. slower move speed while moving backwards. I think it's just a matter of they don't have them just because they don't. Aside from the few most asked weapons that aren't making it in, or at least haven't been confirmed whether or not their in, Crossbows, Spears, Flails, there are still plenty of weapons that are most likely not making it in that could still fit within the game's world. For example, throwing axes/hammers, javelins, balistaes/trebuchets/catapults (though not portable can still be mounted defensive weapons for protecting populated areas), scythes, sickles, war picks, slings (sort of fit). There are all sorts of medieval era weapons, but they aren't including them all, though spears of all of them is still one of the most commonly used weapons during the medieval times as I already mentioned, because they were cheap to make and were effective, so why they aren't in? I think really it's more along the lines of distinguishing between close and long range. In TES you have your long range combat: bows, spells, and close range: touch spells, swords, axes, hammers, clubs, daggers. Spears are reasonably longer ranged than any of the weapons used in close range combat, but not long enough reach for long range combat so it's on its own. Unless they have pole-arms of some kind in, then of course that wouldn't be the reason, if that's the case, then I have no idea as to why they aren't putting in spears. Of course with the improved mod tools from Oblivion and the new Havok Behavior tool, which makes animations much easier to implement, spears could be easier to make with mods, and who knows, Bethesda may do some kind of DLC adding in a few new weapons types, e.g. Spears, Flails, Crossbows, whatever else.
