I think they're all 100%. If you have Confirmed Bachelor, you can get the guy in the Mojave Outpost to do free repairs for you. Basically the biggest advantage of the perk, really.

If you've completed a bit of the quest line for the Brotherhood of Steel, you can gain access to the Brotherhood Safehouse which has a Brotherhood Paladin named Paladin Salzo or something like that, and he comes there every once in a while to keep things looking spiffy, he has a repair skill of 100%.

Gibson Scrapyard, the old lady can repair for you.

I just got access to Major Knight (the guy that does repairs in Mojave Outpost) and I noticed that the maximum repair is in fact limited by your repair skill, not theirs.

It shows your skill on the top of the repair window, and with my measly 27, it doesn't go past 56%.
