Since you said "dashboard" I'm assuming you're playing on 360. Clearing your cache (holding RB, LB and X while the game starts up) will not delete any of your DLCs. You have to go to a blade on the dashboard and manually delete the DLCs one by one so it's difficult to accidentally do it.

If all you do is clear your cache by holding the three buttons, you can safely go into the game and do whatever you want, save again and you'll still have all of the items you originally had. Now if you go to the blade and delete Operation Anchorage itself then go into the game and save, you'll lose your Anchorage gear.

TL;DR- Start your game from the dashboard. Hold RB, LB and X at the same time until you see the "Start" screen. Good to go.

Deleting your cache won't delete the DLC or any items.
