Hey all, got the Steam version with no manual.. at game start I really only like 1 of the perk choices. If I only select 1, the next time I level will I get 2 choices when more unlock? Thanks...

Every two levels you get to pick one perk. If you're talking about traits then you have to pick two traits at the start and there's only one chance to go pick again.
