Can certain meshes NOT be used to skin an activator?

I'm trying to use the HeliosOneSolarReflector mesh as the model for an activator I'm setting up. I set it up just using the generic switch which works perfectly. However, when I change the model path to the solar reflector mesh it becomes un-clickable, thereby rendering the activator useless. My guess is there are some meshes you cant use to skin an activator this way? Or is there a way around it that doesn't involve a lot of modelling or Nifscope experience?

I would guess it has to do with something done in Nifskope. You could probably create a custom Nif that would work, but I'm not really sure about any of that. :/

Probably something to do with the collision, maybe the collision layer. Try opening the solar panel and the switch in NifSkope, and look at the bHavok bits- compare the collision layers (they'll be something like OL_STATIC/OL_CLUTTER/whatever) and see if they're different.
