Not sure if this is already mentioned somewhere, and it's not a quest.

I've raided Fort Greymoor twice, actually it was one of the first I visited in the start of my character. Can't really remember if the first time was actually a quest, but I've visited a second time.

On the main road I was attacked by bandits with bows and arrows, so thought I'd clear it and be on my way again. No matter what I do I can't seem to get a "cleared", days have passed now, and the bandits are still there but still dead.

Was expecting a cleared and maybe some soldiers to take over the fort.

Anyone else experienced this?

Most forts you can't get the "cleared" tag, because they get occupied by random people all the time, bandits, imperials, stormcloaks, wizards etc. You can clear it but come back after a few days or weeks itll be occupied again.
