After playing Dying light, I kinda wanting fo4 to have some kind of grappling hook system, was cool to use in the aforementioned game
I sure hope there is much more verticality in the maps and gameplay. In a 3D world like that, I hope they can take advantage of it, especially with many buildings like in Boston. I want some interesting gameplay potential to come from it though, not just it being there for the sake of it.
Better question: Has the game environment with multiple levels so that I need to climb ladders?
Climbing ladders makes absolute no sense if the game levels themself doesn't take it in account (giving the player an unfair advantage is boring). Also it is a lot more work in level design if done correctly. What I have seen so far this isn't case (I could be wrong). Can I live without it? Sure.
I think we'll just be forced to teleport to the second floor of buildings. Don't think any stairs or ladders survived the apocalypse.
Ladders are Bethesda's greatest weakness, don't kid yourself.
Yeah, there hasn't been a TES/Fallout game yet that you could climb a ladder. We haven't been able to climb or clamber over anything. Jump, jump, jump, jump, jump.. that's the extent of our climbing skill. I would love to see ladders or a climbing ability in fallout titles though. Nothing feels more stupid than standing eye level with an object and not being able to get over that object because we can't simply lift our arms to pull ourselves up.
However, since we've seen that there is a jet pack and a vertibird .. that suggests that there will be a lot more verticality than in previous fallout titles.

Working leaders? Really yeah we had the full 3d experience in Fallout 1 & 2. Lets compare apples with bananas they are all teh same. Sorry there is a difference and you know it too.
Multiple map elevations? Did you even play Fallout 3 ever? If not then take your time and visit the motorway bridges, they are very hard to miss.

Having an animation is the actual thing being talked about. Also not being just a cut-scene where a character climbs the ladder and pops up on the other side without the player controlling the speed, direction and if the character stops mid-ladder.
Would definitely be nice to first go down a ladder to explore a sewer, only to see a ton of ghouls swarming your way. The fear that grips you when you must actually climb the ladder, with the risk of being caught up to and be drawn down from it is something that has been present in many games, but no Bethesda's games.

We could climb in Daggerffall. There was even a Climbing skill in that game. If they could do it before surely they can do it again.

I got the impression reading somewhere... that maybe it was difficult for them to have the AI evaluate a ladder as the more direct route.

The problem with ladders is that it require an custom animation for them, if you have characters with different heights it will be hard to match the hands to the ladder.
This was not an issue with daggerfall climbing but has been with later games because the expected quality is better.
Now climbing would work much like other interact with other object animations like mounting an horse.
Don't see the issue with enemies, jumping is already an block here and climbing up an ladder to escape an animal is realistic.
Considering the budget and scope of the game, ladder animations aren't some unclimbable obstacle for the team.
Animation blending seems to be.
