After starting the Talent Pool quest, I was able to recruit the first two acts just fine (the two comedians). For those acts, I recruited the first comedian, then returned for my reward, then I recruited the ghoul and returned again for my reward. Afterwards, I tried to recruit both Bruce and the Lonesome Drifter. After I got them both to the Tops, I talked to Tommy but there are no dialogue options to collect my rewards, and thus I am unable to complete this quest.

And are the two new recruits in the theatre room with you?

Yes they are

I am having almost the exact same problem.
When I talk to Tommy I get the option for a reward for the guitar man and the singer. I get the caps and the reputation gain but not the xp for the quest and the quest is not marked completed in my pip boy. It just says talk to tommy twice in my pip boy.
