Can my computer run FO3?

So my computer's specs are:
Windows 7 Home Premium 64 bit
4G RAM
NVIDIA GeForce 6150SE nForce 430
(and I know I have enough hard drive space)

You don't mention what kind of processor you have, which is important to know as well. But based on your video then no it's not good enough. The minimum NVidia card the game supports is the 6800, which would barely run the game with all settings on low. Yours is below even that.

When my 8600 died, and before I got my 9500. I played it with the 6150se onboard. In order to get a playable fps I had to force 640x480 resolution in the ini file, and put every setting to its bare minimum. It looked quite bad, but managed to squeeze out 15 to 20 fps. It all depends on the speed of your ram, and processor also.
