I'm stuck at the regain Eastmarch part. Everytime I try to talk to Legate Rikke, she just mumbles on and on about stuff and it doesn't give me the dialog Reporting for Duty.

Nevermind, fixed it by saving and restarting my system.

Okay I just assumed it would be fixed because I turned my Playstation off like the wiki said, and I didn't end up getting back on until now and the dialog still isn't popping up.

im having the same problem but with the dunstad part. Just the two options in her dialogue, nothing new. I have tried the waiting 31 days in your house thing too. Doesnt work. Can we please get some input on this?? my quest line is dead in the water.

When I had that problem, I walked from Whiterun to Solitude, hard saved, autosaved then fast traveled back to where she was located and it gave me her mission, another thing if you haven't done it is make sure your mission is set, cause I know sometimes with the Misc. Missions I forget to click the Misc. and the mission. Hope that works for you.

thanks for the input, but unfortunately no luck. I have even deleted my 1.4 update, and reinstalled. Tried cooking at the spit, attacking her, attacking the Jarl, talking to the General until there is no new coversation, waiting for another dragon to attack camp, clearing out Fort Dunstad, fast traveling back and forth, various shouts, spells, waiting, sleeping, crying I have been doing other quests in the meantime and nothing triggers the new conversation. IT IS DRIVING ME NUTS. Seriously dont understand why we cant get a developers input on this? With all of the people out there having the issue, they just ignore it? I knew I should have bought the 360 version!

Any progress on this issue? I have just gotten to the Winterhold hold part but cannot get orders from Rikke.
I have tried saving and turning the console off and on again, cooking tomato soup, and going back to Tullius to ask about progress on the war.

Nothing that I have found, and big surprise 1.5 doesn't address this issue.... Bullsh**

Well that is a bit disappointing. I waited quite a while to pick a side (am at 160 hours mission time) then really got into it and was keen to see how the war panned out. This is the first significant problem I've had with this game, and as far as I can remember, the first time I've ever encountered such a problem with not being able to progress a game. Oh well.

this bug has been reported before since the game's release. and bethesda still hasnt made a patch for it...

I just finished that questline last night. When I went back to camp to talk to Rikke there was no Dialog option, just like you're describing. She rambles on about attacking Whindhelm, but no option for "reporting for duty". But, my quest log changed to ,meet the liutenant at Whindhelm battle . So I went there and fought the battle and Killed Ulfrich Stormcloak and finished the civil war Questline just fine. Now Hadvar follows me every too, not to shabby, to get an extra follower(added to my dog, horse, and regular follower Aranea, It's like having an small army when dragons come around) . When battle was over the quest log just updated it's self. Never got the dialog "reporting for Duty' From Rikke. So I'm not completely sure your seeing a bug or not. The quest worked fine for me even without the Dialog option. She just yells about going to battle of Whindhelm and you go there and your good. Keep clicking on her a few times to get quest log to update maybe. I think I had to click on her twice.

Sorry, but this is ridiculous. I can't believe they haven't patched it yet. Isn't it one of the more important quest lines in the game?

I'm not sure what they can do for it. As I stated above I just finished it just fine. So it's one of those things that is only happening to certain save filesunder certain conditions. I have friends that have also gone through it with out bugs or issues. I think they will pay attention more to bugs that happen every time before they work on anything that only happens sometimes.

Same here! I've follow every tip, do everything (even Fus ro dah - ) and nothing work's. I think that the new patch should have simply restart the "Reunification Skyrim" quest. I don't see other way... SAD!!

OK guys if you have a savegame from before General Tullius tells you to go to the camp where you are not getting the "Reporting for Duty" dialogue then this fix I used at the Windhelm stage could work for you.

Load save "Before Tullius" - after making a note of where the Imperial camp he sends you to is.
Travel to where the camp is located and "Discover" it, don't talk to Rikke.
Fast travel back to Solitude and get the mission from Tullius.
Fast travel to the Imperial camp and talk to Rikke.
The "Reporting for Duty" dialogue should now be available.

That is exactly what worked for me at the Windhelm stage after I tried all the other suggestions in the UESp Wiki etc and nothing unlocked the dialogue.

The important point is to uncover the camp BEFORE Tullius sends you on that quest.

You can also try a variant if the above fails, when you "Discover" the camp, try talking to Rikke before going to Tullius as this was going to be my next step if it hadn't triggered.

I'm stuck on this, too. I tried all the suggestions for fixes, to no avail. It's irritating, but not so much to make me hate the game or Bethesda. I'll just get my 2 Civil War trophies with my next character. Or, maybe by the time I'm done with this one, Bethesda will have patched the Civil War for us.

Good news everyone! The civil war is back on for me. When I encountered the problem (at Winterhold hold) I left it with Rikke trying to kill me so I just ran off and continued playing, rather than reloading a previous save. Anyway, after maybe 20 hours questing I decided to check it out again. I headed to Solitude and the guards attacked me, so I let them catch me and paid off the bounty. Then I talked about the war with Tullius to grey it out, then fast traveled back to the Imperial camp. Thankfully Rikke was no longer trying to kill me, but I still could not report for duty. At this point tho I didn't have the quest active. So i activated it and suddenly the reporting for duty option was available when I tried again. So I have no idea what triggered it but it seems it can be resurrected without reverting to an old save.

Also i'm still on version 1.4 so I don't know if that is significant.
