I have already troubleshooted to two different communities:

I have tried everything posted in those two threads and nothing has helped. I am open to any advice possible. I really just want to play the game

Some information that might help you:

Which security programs are you running?

Where is steam installed and where is the game installed?

When was the last time it worked?

Any updates or changes made to the pc since it last worked?

UAC is it turned off ?? DEP is there exception for TESV.exe its generally not a good idea to install games on C Drive because of certain windows restrictions

Try disabling Microsoft Security Essentials and see if the game starts.

Your issue might be that Steam is installed in the programs folder. Sometimes games do not run well if at all if in the programs folder due to the extra protection the OS has added.

You might want to run msconfig.exe and disable most programs from starting up at boot. The only thing I would allow to start up at boot is Microsoft Security Essentials if it is listed.

Guys, it's strange because either the UAC gives me a problem (except the OP uses some mode's that can cause problems), or the installation of steam on the default folder. (perhaps because i haven't any mod's)

btw. I use Microsoft Security Essentials as well, without any problems so far. actually i never had problems with that MS security program so far i remember.

Yes the issue is likely with another program running at the same time or that the C++ files got corrupted and possibly need reinstall.

I thing as i have googled a little, the problem refers to an missimg or damaged file.

But the thing is i don't know which file that is...!!!!!

I don't think I even have UAC on this computer. I'm trying the other solutions now.

That might be the issue since the C++ might have been installed when it was on and sometimes turning that feature causes issues with programs that were installed when it was active since they might not be able to access the virtual folder correctly if at all.

I don't think that not having UAC would be a problem.

I don't have UAC on my computer.

UAC was built in to Windows starting with Vista. First thing to do is to move Steam to an unprotected directory: https://support.steampowered.com/kb_article.php?ref=7418-YUBN-8129

Don't disable UAC.

With UAC on there is a virtual folder created to store information which would normally go to the registry and other protected areas of the system and when you run the program it read/writes from that folder so the program thinks it is getting it from t he proper location. If you turn off UAC with a program installed with that on (not installed with Admin rights) than the program might be missing the proper files since they are not located where it is supposed to be and the program might still think that the virtual folder still exists.

I searched my computer and found nothing about UAC, but I will try the next step.

I'm not sure why Skyrim is having issues. My other steam games work fine.

The issue is with the C++ program. Some programs are dependent on that program and some might require a particular version. If that program fails to launch correctly the game will not work.
