Can't exit the book : Fallout 3

Okay, brand new at this.

I'm a baby, Dad just left the room, and I can't exit the little skill book I'm supposed to read which is laying on the floor.

Also, I'm getting a weird ghost shadow of my internet home page occasionally.

Did you allocate all your SPECIAL points? You get 40 points, and by default only 35 are allocated.

Sorry, I'm new to gaming. Played Oblivion for a year and just got Fallout 3 this morning.
