Do i have to be in the imperial legion for him to spawn. I am trying to do the quest on the PC version. So console commands are usable. And yes i went on the road north of gnisis.

As you go north ont the road from Gnissis, not very far from town there is a path to the right into the mountains (Ibelieve it's called the Guar trail but I could be wrong.) follow that to the Northeast and you should find him. You don't have to be in the Legion but it will get listed in your journal as an unfinished Legion quest.(The Man who talked to Slaughterfish)Hey, but the guy needs help so do the right thing.
He will respawn if necessary
