I hear this part is pretty buggy overall, but couldn't find my specific issue anywhere. I know where to find Scribe Faris (Revere Satellite Array), picked up his distress signaling unit, but the Scribe himself was nowhere to be seen. I know he's supposed to be next to the signal, but he simplu isn't. Same goes for his Holotape. So now I'm, like others, stuck in 'Investigate the Satellite Array'.

Fast travelling doesn't fix it, saving and loading doesn't either. Anyone familiar with this one, solutions perhaps...?

I have a slightly different bug involving this. I found Scribe Faris and everything. After you find him you pick up a holotape that you have to listen to, which completes the mission. However, I've listened to it like 4 times and the mission won't show as 'complete' in my Pipboy. It's still showing up as an active quest even though all of the quest objectives are checked off as completed.

I'm playing on PC, so it may be coincidental that these things are happening in the same place. But it seems like there are several other cross-platform glitches that a lot of people have been experiencing.
