Part of the "Blood on the Ice" requires me to speak with Viola Giordano but I can't find her anywhere. I have literally looked all over Windhelm for her and waited for 48 hours. I even broke into her house but she's nowhere to be found.

In my game she wanders arround the city all day, yet she never enters her house... Try at night, specially arround the inn.

I have though and I can never find her, I assume she's dead.

You got no quest marker leadintg to her corpse? I think you can complete the quest simply by talking with the other guy, though.

Nope, nothing. When I speak to Jorleif he repeats the same thing telling me to go talk with Viola. And also for some reason the Quest wont update.

If you can′t talk to Viola the Quest is IMPOSSIBLE to finish!!!!!!
She is nowhere to find. Not in her House, not in the Inn and not on the steets at any Time.....
Only Questmarker after talking to Jorleif is pointing to Calixo.
Whats wrong with this damn Quest.
