I started the Mass Fusion quest, however I did not know it would make me hostile to one faction. So I decided to do all the other missions first before I decided to end the game. However I'm Trying to finish Outside the Wire. I cannot hand over the holotape to Proctor Ingram. It only triggers Spoils of War and nothing else.

It is a very disappointing bug, and I feel like it would've never happened with the old Chat system. If anything I would like Console Commands to reset Mass Fusion. If I knew this bug would happen I never would've started it.
