Someone said I can turn it into Kells, but unfortunately, it's not working.

IGNORE MY POST! I found the solution! All you have to do is finish Maxon's first quest then goto Kell to complete it.

Same problem, but if I restart from my last save before the brotherhood thats 7 hours lost
