Can't get Activators to Work in a Specific Cell

I've been trying to get Ghaunadaur's http://skyrim.nexusmods.com/mods/26729 working in my house mod, but I've come across a peculiar issue. I'm trying to put them in the cell where my main alchemy lab is, but I can't get them to work in there at all. I've checked all the linked refs and everything looks good, and when I place them in other cells of my house they work fine. Why is it that this one cell can't take them? Anyone have any clues?

what exactly does "not work at all" behave like?

won't operate, can't activate, or what?

(don't know that mod you're about)

...if it's "can't activate", you might check for other object's collision overlapping your activation area (select everything around in render win to see objects' collision boxes), happens quite frequently
