Can't get invincibility cheat to work in Daggerfall?

Have downloaded Daggerfall from UESP (or the link they provide anyway...) which includes the 2.13 patch. I've added the CHEATMODE 1 line to the bottom of the z.cfg file and pressed CTRL+F4. Nothing.

What am I doing wrong?

(Don't say cheating. :P)

Press F4 first and it keep depressed while pressing ctrl.
