Can't get music to play in Oblivion under Windows 7

At one point, I swear I had Oblivion running on Windows 7 64-bit, but I reformatted and started over after a separate issue. Now, I have completely reinstalled Oblivion and my 60+ mods from scratch in the same order I had them before. The game loads up beautifully and quickly. I don't seem to have any problems playing at all except for one glaring issue. No music plays whatsoever. Not the title, in battle, or any other. I've search the web and already tried:

- Uninstalling Alchemy, OpenAL, PCMark 05 (because it was using Windows Media Encoder), and Pinnacle Studio.
- Installed K-Lite Codec Pack (making sure Oblivion is in the exclusion list for ffdshow)
- Running dxdiag: no problems found

I have other programs but I find it hard to believe this is due to a different program. I'm out of ideas and now it really bugs me because I haven't played Oblivion in a long time. I was actually thinking about starting it all over.

I would appreciate any ideas. I don't want to keep uninstalling unless I know what specifically could be a problem.

Check your ini and make sure 'bMusicEnabled' is set to 1. I'm pretty sure it is not an OS issue since I use windows 7 home premium 64bit and everything works fine for me.

Yep, bMusicEnabled is set to 1. I definitely don't think it's OS related as I had it working on Windows 7 64 until I nuked it and reloaded. What I may do is try deleting my oblivion.ini and allow it to recreate and test that.

Couldn't be more than a few months old, but sound works great in every other game and program and every other sound in Oblivion works...just not music.
