I don't think it's a process that gets done for demos at all and is a process that only gets done
very rarely for retail launches. Don't expect pre-loading of a demo on Steam to happen, sorry

So I take it we don't get a preload either and have to download the whole damn game 10 hours after everyone else has started playing too huh. As far as the very rarely part I think every highly anticipated game (and some that weren't) that was released on steam (Crysis 2 Definitely falls into the former category) for the past year at least has had a preload done for it. It's not a rare occurrence as you would have us believe. For the most part the games that didn't have a preload (where one was expected) were still being worked on right up to launch day to meet a deadline released buggy and needed multiple day 1 patches to be made playable. To be honest because of the lack of straight answers given on the forum on issues like DX11, Steam preload, etc. I am expecting a buggy release for Crysis 2. It seems like you guys are being told not to talk about certain things and teh only reason for that would be because they just aren't working the way they are supposed to yet ie. DX11.
