If they can, it would probably be really temporary, as their skin just naturally flakes off. I think even if he surgically grafts skin onto a ghoul it'll just become loose and extremely wrinkly after some time, and even begin to rot, as it has functionally detached from the ghoul, and it's just hanging there.
