Why not? Doesn't the other guy just have to sign the NDA too? I thought more beta testers,the better!
Pluto already said that it is against the rules.
Tell your buddies to sign-up with Curse (the web site) to get their beta key; they have 500,000 to give away for science sake.
But if you did give the key to your buddy, I don't know if ZOS would catch it or even really care.
But I don't work for ZOS, so do what you will at your own risk.
It's part of the NDA (Non-Disclosure Agreement). It's an agreement between at least two parties. Naming you and and the distributing party.
"You are not permitted to share anything from the test, including screenshots, details, or videos." That is included the beta key.
