Can Idiot Savant still proc on Quests? : Fallout 4

I've heard conflicting reports. I'm on PS4 doing a new play through with perk and have not been able to get it proc on Quest turn ins. I even reloaded 10 times for the 10% at 1INT.

I heard a guy on twitch say it was patched. But he was on PC.

I'm guessing he was wrong then?

Yea I got it on a quest that's normally around 400 and got 5x that..

Idiot Savant still works with 11 int. It will proc randomly anytime you get exp for anything. Quests, building, etc. Not very often at 11 int, but it works.
