I keep getting a message when trying to join friends games that my level is too high. They have created the game with the option set to "My level and Above" but no matter what we constantly have to Message over PSN to find out who has the highest level char and have that person create the game. This seems pretty stupid. If i get an invite from a friend for a Friends only match i should be able to join without a hassle. And the difference in levels has been as little as 2 above the host. Has this been a problem for others?

it is more about rank than levels. each rank has 4 levels within them except level 20 which is rank5. so if your friend didn't rank up then yea the only other way would be to respec, i only use one character and i don't have a reason to create more so that's why i haven't recommended that option. i rather respec to lower my rank than start over from level 1 when i can respec down to level4 to keep some skills.
