I believe my laptop can but i'm wondering if i'll be on the low setting.

It exceeds minimum requirements, as for what settings will work with a good frame rate, that'll be something you will need to play with once live.

My laptop is a lot crappier than yours, and it runs ESO OK at the lowest settings, although with some lag. I'd say yours should probably be fine at the lowest settings.
