Probably not...since sun damage is one thing and fire/cold/lightning/etc. magic is another.

The sun is actually a hole in Mundus.

I doubt sunblock would have any effect.

...

The Sun is a hole torn in the fabric of the universe. Not a giant fireball emitting UV rays.

Magnus tore a hole in the universe to get to Aetherius. Aetherius is the root of all magic. Ergo, the magic leaks out through the hole in the Universe, which is the sun.

Nothing says mages require direct sunlight to use their powers.

Lore is wonderful <3 I consider myself something of an expert. In actuality, I'm just a loner who enjoys reading uesp.net... but I prefer expert.

Since we are at it, the stars are smaller holes, too.

Necromancer's have no favor to night or day. Their moon(that allows the creation of black soul gems) is only available on certain nights, and only visible at night.

I don't know about Vampire's though, they are probably effected by the energy coming through the hole because they are abominations.

You should hit up http://www.imperial-library.info/ then. Contains every in-game book, and the obscure texts. Also, don't use summaries as source of information, refer to the primary source.

And the Necromancer's Moon is actually Mannimarco the god, whose only purpose is to eclipse Arkay, the lie of a previous age.

As for vampires, I'd refer to the daedric prince of nightmares as to why they cannot stand sunlight.

Actually, a magical sunblock spell for vamps wouldn't be a bad idea...

Magic doesn't come from sunlight itself, mages aren't Birdman.

That magicka recharges in pitch black environments means that technically magicka is on the basic level an internal aspect not an external one. That does not mean one cannot channel heat or light to assist in magicka regeneration. That there was no change to natural magicka replenishment in light or dark instances means that the sun does not play a role in magicka regeneration in Tamriel.

From the looks of things, most magic-users have plenty of sunblock on-hand, and are never using enough.
