Can't move while encumbered, AT ALL

I have a really, SUPER annoying bug on my system. I have done everything I can think of to get rid of it. Clean install, deleted all local content, including the steam folder for Skyrim, still keeps happening. Brand new game, everything.

The bug works like this: I can't move slow from a standing stop. So if I'm carrying over my base carrying capacity, instead of just walking, I'm completely immobile until I drop something. While that's somewhat irritating, the REAL annoyance is that it also affects me when I draw a bow. If I draw it on the move, no effect. If I draw while standing still, I'm STUCK, rooted to the spot until I put the bow away or loose my arrow.

Again, clean install, no addons, just 3 texture packs and 3 DLCs. Can anyone help me fix this?

I don't know if that helps:

Saving the game and reloading the save seems to quick fix it but it happens a lot when your carrying too much equipment.

Turns out this bug is exclusive to 3rd person view. The bug goes away when you switch to and stay in first person view but comes back immediately if you go back to third person view.

I have not installed the unofficial patch. I hate playing in first person, so that's a non-option. I do see that saving and restoring briefly fixes the issue, but that's hardly an ideal fix. I have Steam set to keep the game up to date, so any official patches should be installed.

And why you haven't those unofficial patches installed?

(It can be a possibility to fix that glitch)

Oh, I don't know, the vain hope that the publisher of the game would fix their own bugs?

PS: Oh, also the Unofficial Patch classifies free training from your followers as an 'exploit', breaking it. Which is irritating. But if it's the choice between playable game and free training, I'll take the patch, I guess.
