Just as being the Nerevarine wasn't a choice in Morrowind, and being the unlikely person the Emperor gave the Amulet of Kings to wasn't a choice in Oblivion, you have no choice to be Dragonborn or not in Skyrim.
However, just like the afore mentioned games, if you don't want to fulfill your duty as Dragonborn you don't have to. Just go through the game normally until the world opens up and ignore the MQ for a while. That's what I'll do.
I'd assume that just like you didn't have to worry about Oblivion gates in Oblivion until a certain point in the MQ, you probably won't have to worry about dragons until a certain point in the MQ in Skyrim. I mean, you can't fight them until you learn some dragon shouts, right?
