Can not Enchant a Constant Effect item : III

I got a Grand soul gem with Gold saint in it,an Exquisite ring,
my Enchant is only 34,so I went to balmora mages guild and ask the lady to do it,
theres no Constant effect option...
no mod,intelligence 100,level 49.
