For now, here are some general troubleshooting tips:
1) Make sure you have the latest drivers installed for your system, and BIOS if possible. This includes video, audio, motherboard/chipset, and even USB devices and input devices.
2) Reinstall the latest DirectX, Visual C++ 2005, 2008 and 2010 runtimes.
3) Remove all mods and restore the game to its default "out of the box" configuration (not counting the patch). If you use New Vegas Script Extender, please make sure you either remove it or have the absolute latest version.
4) Use Steam to verify the integrity of your game cache. This will make sure all files were properly downloaded when updating.
5) If problems persist, consider running a hard disk check and memory test to make sure your system is working properly.
While I understand your frustration, belittling the developers is not productive. Testing PC games is a lengthy and complex process, and it can be hard to account for every system configuration out there, especially laptops like yours. Most games are tested on desktop PCs only, and generally laptops are far below desktop specs even when they have similar names/numbers (not to mention their driver support often isn't nearly as good).
