On fallout wiki it says you have to earn Boones trust in order to activate the quest, but I've done most of the stuff without Boone in the party, I'll copy and paste it.

The player requires 5 "history" points with Boone. These must be earned with Boone in your party, listed below:

"Camp McCarran
When torturing the captured Legion POW Silus at Camp McCarran,
if he dies during the torture: +1."
Already did that without Boone in the party

"During the mission 'I Put a Spell on You' at Camp McCarran
If you confront and kill the spy in act (Capt. Ronald Curtis): +1.
If you disarm the monorail bomb: +1."
Already did that without Boone in the party.

"The Fort
Killing Caesar at The Fort: +2."
Just did that with Boone, but 2 trust point isn't enough.

"Legion Raid Camp
During the side quest Booted at Legion Raid Camp, rescuing the hostage Powder Gangers: +2"
Already did that without Boone in the party.

"Nelson
During the side quest Back in Your Own Backyard in Nelson
If you kill the hostages: +1.
If you save them: +2."
Already did that without Boone in the party.

"Camp Searchlight / Cottonwood Cove
During the side quest Eye for an Eye (begun at Camp Searchlight; executed at Cottonwood Cove), eradicate the Legion for: +2.
After killing Aurelius of Phoenix in Cottonwood Cove."
Already did both of those without Boone in the party.

"The Tops (or The Fort if Benny escapes)
Confronting Benny at the beginning of Ring-a-Ding-Ding.
After the mission 'Ring-a-Ding-Ding' if you kill 'Benny'."
Already did that without Boone in the party.

"Killing Vulpes Inculta: +1
Also, during Wild Card: Change in Management, if you kill all the legionaries including Caesar, it should bring up the dialogue option after Boone mentions Caesar's death."
Haven't done that yet but I don't even know where Vulpes could be.

Haven't done that yet but I don't even know where Vulpes could be.

Vulpes is the guy who talks to you way back in Nipton as well as the guy who gives you Casear's Mark (if you don't kill him in Nipton). If you did Caesar's Fort/killed him & those guards, Vulpes is supposed to be with them/in the tent (again, if you didn't kill him already) so you probably killed him.

But yes, if you've done everything already, you can't do it. Unless you're on pc and console commands can force the issue.

Boone, along with ED-E, is one of the two companions you can get early on in the game and they make a great team for an early player. You could get them in your next game. I always do because I lke their quests a lot. Boone's is one of the best in the game. :)

Yeah, you're pretty much screwed if you don't have much left.

Just start a new one, go to Nipton and receive the "Booted" quest. Go to Novac and recruit Boone, then go and complete Booted for 2/5 History Points. Now go to Nelson and rescue the hostages without killing them for 4/5 Points. Then Camp McCarran and complete any one of the ones that give a point. Go throught he dialogue options until you can ask him if he wants to go to Bitter Springs. He refuses, but he should later stop you and say he changed his mind and wants to go to Bitter Springs. This starts the quest. If you haven't completed the quests given at Bitter Springs yet though, you should since it is likely that the person giving the missions will be killed in the gunfight.

I never have Captain Gilles die in the Bitter Springs fight. I had Lt. Markland die once but reloaded that game and ran it again and he was ok because I wasn't in the wrong place when the Legion attacked. If I'm in the wrong place, it takes too long to get to the main NCR camp area and this can happen. The Legion have two entry points when they attack so it's important to cover them both...and eliminate the dogs who are attacking the refugees and can distract you from the Legion attackers. :)

The refugees limp down through the graveyard in my play-through so I'd be afraid to lay mines there. I wish they'd stay put in the camp but they don't.

Not really a good idea. Refugees usually flee through that area.

Did you talk to Manny Vargas about Bittersprings? If you don't, you'll never get Boone's quest to trigger anyway. You must talk to Manny about Bittersprings. And really just kill a lot of legion guys. If you didn't talk to Manny, go back to Novac and see if you get a new prompt about Bittersprings next time you talk to Boone. Also, there is another large legion camp near the one where Booted takes place, make sure he's with you for that. If you killed Vulpes in Nipton, he won't be on the strip. It sounds like you are just too late to have Boone. I always get him first even before Nipton and make sure we kill plenty of Legion guys IF I'm not playing as legion. Also from the wiki: If you have played the entire game with another companion and cannot earn any additional history points, on the PC, go to the console and typing setstage 001349A7 10 to start this quest.

The best way to beat the Bitter springs legion attack is firstly to place ED-E on the main path just behind the sign, tell him to wait then go with Boone to the rock, agree to spend the night & when he talks to you, run up towards the graves. When he follows you up make him wait at that entrance. Now simply run between both areas providing back up. Boone easily wipes out the dogs & due to him being a sniper he can keep the legion far enough from the back entrance. ED-E isn't too strong but being compact makes him harder for the legion to actually hit & the sign gives him a shield.
This method has worked for all my play-throughs without fail & saves on having to buy/find mines. Plus if you are a sniper class or something similar you can shoot the legion from far off causing you to not lose any legion rep.

You're in luck.

Go back to the Control Tower. Enter the Control Tower with Boone. Find the body of Curtis laying on the ground where you killed him before. Open the console, click on Curtis, and use the 'resurrect' command to bring him back to life. Close the console and kill him. You just killed him with Boone present! You just earned an additional Boone History Point! Repeat four more times for all five history points if you need to.

I did it this way.
