Can't open the console

I play on a HP Pavilion dv3510nr Entertainment Notebook PC. The tilde key won't open up the console (I made sure the .ini was set right [bAllowConsole=1]). Anyone know how I can access it?

I downloaded and installed obse, then downloaded and put the ring of console file into my data folder. Entered the data section on the menu and checked the ring so it would be active. Opened Oblivion through the obse exe file . . . but no ring in my inventory. Little help?

Are you sure it's not there?

Try disabling the mod, making a new save and then enabling the mod again.

Okay, go to you're start menu and type Device manager into the box. Then go to the Universal Serial Bus Controllers section and disable the ehome infrared receiver.

Then you should be able to open the console normally.

But I do see Microsoft ehome infrared transceiver under the human interface devices menu . . . what will happen if I uninstall it (disabling isn't an option)?

Just found this tip and trying it out: "You can disable the infrared port by disabling all of the hardware that controls it. Open Device Manager and choose 'View - Devices by connection'. Expand 'Consumer IR devices' and select 'Microsoft e-home infrared transceiver'. Right-click and disable 'HID-compliant consumer control device', 'HID-compliant device' (there may be more than one) and 'HID-compliant mouse'. Reboot and the port should be disabled. To reenable, reverse the procedure and enable all of the hardware."

That changes the console key (to F12 I think).

If that doesn't work try uninstalling 'ITECIR Infrared Receiver' from Human Interface devices in the Device Manager.

Strangest thing: I followed the steps to disable those devices, rebooted, but still couldn't open the console with the tilde key . . . but the Ring of God was in my inventory. All is well! Haha.
