So I came across a minor problem, I can't place large generators and terminals. The terminals say they require hacker rank 1 and the large generator says it needs science rank 1. Im level 17 and have the required intelligence for both of them(4,6), mine is 8. Do I need to be a higher level to gain access to these items or is it a bug?

You not only need the level of Intelligence, but also need to place points in each of those perks you mentioned down the Int line to unlock those things.
