the 2nd disc should have your dowloadable content, then go into data files and make sure they are all checked. Remember you wont see them all at the very start of the game...

When you launch Fallout you should get a menu that looks like this (assuming the link works) : http://forums.gamesforwindows.com/cfs-file.ashx/__key/CommunityServer.Discussions.Components.Files/44/4034.F3launcher.jpg

Click on the Data Files option and you should get a list of files. Make sure all of them are activated (have a tick mark in the box next to them).

That's the most important step.

well there is something very strange in here... my main menu looks like this: the fallout 3 game box character in all my screen and at the right side it says continue, new, load, settings, crew, live and quit. dont know whats wrong because i start the game and the only thing that appears are those options and i am 100% sure i bought game of the year edition because that is what the game box says and it says includes operation anchorage and the others. dont know whats wrong. and again thx for your time.

You're starting with Fallout.exe

You need to start with FalloutLauncher.exe to get that menu.

Exact same thing happened to me.Don't start the game from the desktop icon.Go to start and then games and start the game from there. You will see a different menu come up then.It will have the data files.Click on it and check off all the dlc.I think you have to play for a little while and then all the dlc messages will start to pop up.After that you can start from your desktop icon again.Hope this helps and welcome!

In that case we're likely back to the "second disc" problem.

There must be an installer of some kind to install the DLC files on the second disc. A file of type "Application" that you can double click and it will install the extra files for you.

It might take a while for it to run apparently.

Empty?

Completely?

If so, I'd say you're having problems with either your DVD drive or the disc itself. You may want to contact Bethesda's tech support to see if they can be of any help.

The first disc is the normal game.. It doesn't come installed with the addons.

You need to install them with the second disc and check them off in the launcher, which you can do by inserting the main disc and going to data files. You should read both discs and instructions before trying anything.

Also for future reference installing the second disk in http://www.computerhope.com/issues/chsafe.htm is always easiest. Its the way the install shield tries to read the data.
