Can I play FO3?

This is what I know about my laptop:

HP Pavilion g6
Processor: Intel Core i3 M370 @2.40GHz [I'm told this is a quad core. I guess that's good?]
RAM: 4.00 GB (3.80 useable)
Win 7- 64bit

Graphics Card: Intel HD Graphics
Approx. Total Memory: 1696 MB

Is this a good graphics card? Is this a good set up?

Doubtful. Intel chips (They are not cards) are really not meant for gaming.

Is it possible to install a card on a laptop? Is there any realistic way to fix this problem that doesn't involve purchasing a desktop?

Unless your laptop allows for it (Trust me, you would know if it did) then no, there's no way to upgrade. Laptops are not gaming computers.
