I just retrived the horn but angir just stands up & does not say anything

Reload a save you made before entering High Hrothgar.

I just did & he still won't talk

You do have the horn in your inventory?

What does Arngeir do when you enter HH?

How many mods are you running? Are you using the unofficial patches?

I have 121 mods

but never had this problem

Try clicking on Arngeir in the console and use the two following commands one after another:

killresurrect
