Can't Progress the Civil War

Once again, I'm having ANOTHER issue that I never once had prior to installing 1.9.

Basically, I'm playing th Civil Quest (which I don't much care for, but play so I can buy Hjerim) and Rikke's orders won't trigger -- just the 2 options about the war in general. It's at the part where I begin to regain Winterhold. I know she's who I need to talk to, because the arrow over her head wont go away. I've loaded a previous save, waited, slept, fast traveled away & back and nothing.

Here's the preface: I'm on the 360, this is a character created yesterday, I downloaded 1.9 the day it went live on the 360, I routinely clear system/game caches, I only have 3 save files, and I NEVER experienced this prior to 1.9 -- like 90% of the other issues I'm currently having (and there are A LOT!). I know a lot of people are saying 1.9 improved their game, but it has done nothing but break mine.

Any suggestions? This really is the last straw if I can't fix this. I've got hundreds & hundreds of hours poured into this game since it launched & I've had more issues in the last 2 weeks than I've had in the last 18 months combined.

EDIT: Sorry for the long rant, but I'm REALLY starting to get pissed off.

You should post these in the xbox forum http://www.gamesas.com/forum/181-xbox-360/ Maybe you'll have better luck there.

funny how this mainly happens to imperial supporters. guess the game is telling you that you chose the wrong side

One possible way to fix this is to ask General Tullius "How goes the war?" until the phrase is no longer white, or there is a 'new' dialogue option. He will give you some information about every battle you've won, which may initiate the 'Reporting for duty' prompt with Legate Rikke. You could also try sneak attacking (or attacking) Rikke until she goes down on her knees. Note: this may make her hostile, so you may need to yield to her and possibly pay a bounty (if you incur one). For some reason, this has been known to make the correct dialogue appear (it worked for me when I had this problem at the Pale Imperial Camp). One final idea is to use the cooking pot at the middle of the camp, this sometimes will initiate the dialogue as well.
